Three seats on the Inspiration Metropolitan District Board of Directors are up for election on Tuesday, May 6, 2025, along with a question regarding term limits.

Where do you live and how long have you lived there? 

I live on E Piccolo Dr. and have been an Inspiration Metropolitan District resident for nearly 6 years

Please provide a brief description of your background and experience. 

I am a highly accomplished business leader with over 25 years of experience in the health care, safety, and injury prevention sectors. Throughout my career, I have developed a strong ability to drive growth, build effective teams, and create innovative solutions that consistently exceed client expectations. As the Chief Operating Officer at a leading health and wellness company, I have been instrumental in driving significant client growth and maximizing team efficiency. My expertise in team development, client success, and relationship management has allowed me to build a team of top-performing professionals who are deeply committed to delivering outstanding results for our clients. In addition to my team-building skills, my strategic vision, combined with my financial acumen, has enabled me to identify new growth opportunities and develop innovative solutions that drive success for both our clients and our organization. Before joining my current company, I held several senior leadership positions at top healthcare institutions, where I was responsible for building high-performing teams, driving growth, and developing solutions that helped our clients achieve their goals. I hold a Bachelor’s degree from Berry College in Rome, GA, and a Master’s degree from Georgia State University. I am a respected leader within the industry and have been recognized for my contributions to team development, client success, and financial management.

Why do you want to serve on the Metro District Board? 

I am driven by the opportunity to make a meaningful impact on my community. Over the years, I have tracked the activities, developments and decisions made within the Inspiration Metro District. I now feel I can make a meaningful contribution to what this community looks like going forward. I am passionate about leveraging my leadership background to improve our district’s services, build strong partnerships, and ensure fiscal responsibility. Having held senior leadership positions where I successfully developed strategies to achieve organizational goals, I am eager to bring that experience to the board, ensuring that we make informed decisions that will benefit all residents. Ultimately, It is the residents of this community that have driven me to seek a position on the Board. I could not have been successful in my career had I not listened to the voices of my team members to make decisions in a fair and balance way. I have seen the frustration of my neighbors who feel they have no voice, so I am committed to working collaboratively with fellow board members to address the needs of our residents and be a part of ensuring our community continues to be a great place to live.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

While I haven’t attended Metro District Board meetings in the past, I have been actively involved in other ways that have allowed me to gain an understanding of the issues and opportunities facing our community. My professional background has equipped me with skills in leadership, strategic planning, and community engagement, all of which I believe will allow me to contribute effectively to the Board. I have been focusing on listening to my neighbors, engaging with community members, and learning about their concerns and priorities. I have also reviewed meeting minutes from board meetings to understand how initiatives are brought forth, decisions made and how these decisions are communicated and implemented. This has given me a broader perspective that will help me make informed, impactful decisions as a Board member. Now, I’m excited to actively engage with the Board, contribute to its work, and help drive positive changes for our district that include the perspective of my neighbors.

Rick Forsman

Where do you live and how long have you lived there? 

For the last 7 years my wife and I have enjoyed living near the heart of Inspiration and participate in activities throughout the Metro District.

Please provide a brief description of your background and experience. 

My career focused on information management and large project oversight. I retired after 20 years on the CU Anschutz Medical Campus, serving as director of the health sciences library and responsible for planning and construction of a new $35M library. At CU I led the switch to online journals and books across 4 campuses. I have graduate degrees in information management and public admin., including organizational behavior and group process skills. My strategic planning background encompasses being a consultant to the Univ. of Denver. During 3 years on Aurora’s Arts in Public Places Commission, I learned how to work with city departments, abide by Colorado’s open records laws, and involve residents in decision making. I have been a member of the IMD Board of Directors since 2022, serving as President for the last two years. After much frustration with Inspiration’s abiding problems and neglect of many areas by the developer, the Board charted a new process to accelerate transfer of property to District control. Over the spring and summer, residents will see many targeted projects to finish incomplete work, repair property, and enhance landscaping. Prior to being elected to the Board, I was an unofficial water conservation change agent, securing Board approval to upgrade the IMD irrigation system with smart controllers and a digital network that resulted in annual savings in excess of $75,000/yr that lower costs for all residents.

Why do you want to serve on the Metro District Board? 

Inspiration is a unique place with its emphasis on and opportunities for community engagement and resident interaction. My wife and I love the large number of new friendships we have found here, and are grateful for the way the resident-controlled district Board has reshaped priorities and finds solutions for neighborhood issues that had been neglected. Over the last 3 years I have learned a great deal about the complex business of running a metro district. Under Colorado law districts resemble but are not the same as an HOA that many of us have experienced. I built strong working relationships with the Water Dept. and our City Council member. I SO appreciate our 40+ volunteer residents who speak for all owners, guide decisions and are an amazing asset! I would like to join other ongoing Board members in continuing changes and addressing what is most important to homeowners. The Board has instituted a long-term approach to planning that I can contribute to with my strategic planning skills. We are establishing the foundation for a robust service core that is resident-oriented and forward looking, and we are leading the way in Aurora in conservation of Colorado’s scarce water in a drought-prone corner of the US. Contention for limited water is only going to get worse and will drive up costs for everyone. There are additional ways to reduce use and stabilize expenses.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

Prior to being elected to the Board in 2022, I was a frequent attendee and participant in meetings of the Common Area Committee and the Board. I continue to attend various District committee meetings when able. On the Hilltop side I spent 2 years of intense committee work reviewing that association’s governing documents and gaining a thorough knowledge of the Bylaws and CC&Rs of both segments of Inspiration. In my professional life I served 4 years (the last as chair) on the international body that accredits graduate education programs in information management across the US and Canada. As chair I came into an environment of disruption and mistrust. I had to rebuild positive relationships with related associations, government agencies in both countries, deans of individual graduate programs and students. On the fun side, my wife and I invited two friends to join us in creating the highly successful Hilltop Wine Club. Exploding from 0 to 150 members in two months, we set up small tasting groups that each manage their own schedule and wine choices for a laughter-filled string of socializing and learning about the enjoyment of wine. Five years later, the club is going strong.

Barbara Shahapurkar

Where do you live and how long have you lived there? 

I moved into Inspiration on the all-ages side in October 2019.

Please provide a brief description of your background and experience. 

I work full-time in the IT sector and have also worked in Finance in the past. Before moving to Colorado, I served as HOA board president for 10 years in the first community I lived in. When I left that community, I served on the interim board while our new community was working to transition from builder management to resident management.

Why do you want to serve on the Metro District Board? 

I believe we need more diversity on the board which starts with more representation from the all-ages side of our community. I was part of a board which approached our role with a commonsense attitude and a desire to be frugal with our spending. I want to help ensure we are not wasting money on unnecessary expenses, that we’re getting the best prices for the expenses we need to have and that we’re focused on the larger issues faced in our community. I want residents to feel like they have a voice on larger matters that the board is focused on without necessarily having to show up at a monthly meeting that they may not be able to attend based on their individual schedule.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

Yes, I have attended our meetings in the past and I joined the finance committee for a period of time a few years ago.

Where do you live and how long have you lived there? 

I have lived in the Inspiration community since 2022.

Please provide a brief description of your background and experience. 

Supply Chain leader with expertise in Program Management, Subcontracts/Procurement, Budgeting and Organizational Transformation. Skilled in team building, strategic planning, risk and opportunity management , discounted budgeting practices and building high performing teams. Achieve results through collaboration, motivational and influencing behaviors.

Why do you want to serve on the Metro District Board? 

I’m willing and able to give back to my community. I believe every successful community is dependent upon competent and motivated volunteers to drive the interest of all residents.

Kim Kelleher

Where do you live and how long have you lived there? 

My family and I moved to Inspiration in the summer of 2022. We found our dream home on Zante Street, across from the Inspiration Club pool. I live with my forever fiancé, Jon, his son, Henry, and my mom, Cindy. We feel incredibly fortunate to be part of this wonderful community.

Please provide a brief description of your background and experience. 

I’m excited to be running for a board position in our neighborhood. I was raised in upstate New York and spent some time moving around the country before settling in Colorado in 2007. I’ve been an educator for over 30 years, starting as an elementary school teacher for 25 years before pursuing my master’s degree in special education. I now teach students with behavioral disorders—a role I’m passionate about because it allows me to support kids in developing both academically and emotionally. I bring with me a strong background in community involvement. I’ve served on neighborhood committees in previous neighborhoods, participated on PTO boards, and am currently a building union representative, representing our district at the state level. On the personal side, I have two grown children. My son, Kaleb, is a commercial pilot based in Houston, TX, where he lives with his fiancée, Marisa. My daughter, Reagan, is an account manager for Core Home in Bentonville, AR. My fiancé, Jon, and I share our home with his almost 16-year-old son, Henry, my mom, and our two dachshunds, Sebastian and Willow.

Why do you want to serve on the Metro District Board? 

I am passionate about serving on the Metro District Board because I want to be a strong and approachable voice for all families in our community. As a resident of Inspiration, I am particularly eager to represent and advocate for the interests of this side of the neighborhood, while also fostering stronger connections with the Hilltop side. My goal is to bridge any gaps, ensuring that every resident—regardless of location or age—feels valued, included, and heard. I believe in the power of compromise and collaboration. By promoting open dialogue and listening to a variety of perspectives, I hope to contribute to thoughtful, balanced decision-making that reflects the needs of the entire community. I also want to help create a more welcoming and neighborly atmosphere, where people feel a sense of belonging and support—reminiscent of the close-knit, hometown feel of days past. Finally, I am excited about the opportunity to help plan and support community events that bring people together. I want to see activities that appeal to all ages and interests, fostering connections and strengthening the bonds that make our neighborhood a wonderful and enviable place to live.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

I have been attending Metro District Board meetings sporadically throughout the past few years, and I am currently serving on the committee for the opening of the new community building. The committee is wonderful and represents both sections of the neighborhood, working collaboratively to create a vibrant and dynamic space for our neighbors and friends. I previously served on a neighborhood board from 2004 to 2007, gaining valuable experience in community leadership and decision-making. Professionally, I work at Trails West Elementary, where I served as the vice president of the PTO for four years. In my current role as a union representative, I am the voice for 50+ educators, providing representation and guidance on policy and procedure issues. I take pride in maintaining a professional and non-adversarial relationship with both building and district administrators, ensuring that concerns are addressed collaboratively and effectively. I am eager to bring this experience, dedication, and collaborative mindset to the Metro District Board to help strengthen our community and make it an even better place to live.

Mark Kinslow

Where do you live and how long have you lived there? 

We live on Piccolo Dr and purchased/built our Lennar ( Fairmont model ) home and closed July of 2014

Please provide a brief description of your background and experience. 

I am a Colorado native who was born in Aspen and raised in SE Aurora. I graduated from Eaglecrest High School in 2002 and briefly attended Arapahoe Community College later that year. In 2005 I started classes at Coldwell Banker Real Estate Academy where I was able to become a licensed Real Estate agent in 2006. I have served on different Realtor boards and many committee’s and recieved many sales awards during my time as a Realtor. As a top producing Realtor in the SE Metro Denver market I have experienced a lot of the nuance’s that surround Metropolitan Districts and I understand their differences compared to a traditional HOA. I also have been very involved in many aspects of the Inspiration development over the years and have sold homes to and for 20+ family’s here in Inspiration. When we purchased our home in Rocking Horse, Inspiration was not even a concept and we have seen it be built first hand. I understand the frustrations that many of the “busy” neighbors have in regards to being able to help manage the community and I feel fortunate to be well connected with many neighbors who I intend to represent as a member of the board.

Why do you want to serve on the Metro District Board? 

I did try to become one of the first residents on the Inspiration Metro District board when it became available but the process that was done for “vetting” at that time was discriminatory and left a very unpleasant taste in my mouth as I was not approved because of my age, as the Hilltop residents who interviewed me did not like that I was not what they wanted to see for representation because I did not fit their narrative. I would like to represent the Rocking Horse residents to provide fair representation for the wants/needs of our section of the neighborhood that is always unfairly represented on the board. I understand that we all need to work together to make Inspiration the best neighborhood it can be and I fully intend to work with our equals from Hilltop.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

Yes, I have attended many meetings over the 11 years as a resident in the community and I am one of the founding members of the Inspiration Social Committee from 2015. I am the only resident who has been present for 90% of those meetings since 2015 and I am also frustrated that the board decided to remove our charter as a committee.

David Bourcier

Where do you live and how long have you lived there? 

I live in The Vistas which is an all ages portion of the District. I have lived in the District since 2016.

Please provide a brief description of your background and experience. 

My professional career spanned 35 years in Finance at Lockheed Martin Aerospace. My assignments included budgeting, contract administration, estimating, accounting, compliance, financial planning & analysis. I spent the last three years of my career as the VP and Controller of a Lockheed Martin joint venture called United Launch Alliance.

Why do you want to serve on the Metro District Board? 

The Board has accomplished many things since I moved here in 2016 and I would like to offer my expertise to continue moving the District Forward in the Future.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

I am currently the chairman of the Finance Committee and have been since 2023. Previously, I was chairman of the Finance Committee from its inception in 2019 thru 2020. As chairman, I have been heavily involved in developing the annual District budget and presenting it to the Board and the Community. In addition, I have worked with Legal Counsel on Douglas County Property Tax Assessment issues and attended Douglas County Commissioner meetings. Also, I have worked with the District Accountants to resolve issues. I have participated in monthly Board meetings to present the Finance Committee report. Finally, I have participated in the annual Board Planning session each of the past two years.

I have been attending Metro District Board meetings sporadically throughout the past few years, and I am currently serving on the committee for the opening of the new community building. The committee is wonderful and represents both sections of the neighborhood, working collaboratively to create a vibrant and dynamic space for our neighbors and friends. I previously served on a neighborhood board from 2004 to 2007, gaining valuable experience in community leadership and decision-making. Professionally, I work at Trails West Elementary, where I served as the vice president of the PTO for four years. In my current role as a union representative, I am the voice for 50+ educators, providing representation and guidance on policy and procedure issues. I take pride in maintaining a professional and non-adversarial relationship with both building and district administrators, ensuring that concerns are addressed collaboratively and effectively. I am eager to bring this experience, dedication, and collaborative mindset to the Metro District Board to help strengthen our community and make it an even better place to live.

Where do you live and how long have you lived there? 

We live on Piccolo Dr and purchased/built our Lennar ( Fairmont model ) home and closed July of 2014

Please provide a brief description of your background and experience. 

I am a Colorado native who was born in Aspen and raised in SE Aurora. I graduated from Eaglecrest High School in 2002 and briefly attended Arapahoe Community College later that year. In 2005 I started classes at Coldwell Banker Real Estate Academy where I was able to become a licensed Real Estate agent in 2006. I have served on different Realtor boards and many committee’s and recieved many sales awards during my time as a Realtor. As a top producing Realtor in the SE Metro Denver market I have experienced a lot of the nuance’s that surround Metropolitan Districts and I understand their differences compared to a traditional HOA. I also have been very involved in many aspects of the Inspiration development over the years and have sold homes to and for 20+ family’s here in Inspiration. When we purchased our home in Rocking Horse, Inspiration was not even a concept and we have seen it be built first hand. I understand the frustrations that many of the “busy” neighbors have in regards to being able to help manage the community and I feel fortunate to be well connected with many neighbors who I intend to represent as a member of the board.

Why do you want to serve on the Metro District Board? 

I did try to become one of the first residents on the Inspiration Metro District board when it became available but the process that was done for “vetting” at that time was discriminatory and left a very unpleasant taste in my mouth as I was not approved because of my age, as the Hilltop residents who interviewed me did not like that I was not what they wanted to see for representation because I did not fit their narrative. I would like to represent the Rocking Horse residents to provide fair representation for the wants/needs of our section of the neighborhood that is always unfairly represented on the board. I understand that we all need to work together to make Inspiration the best neighborhood it can be and I fully intend to work with our equals from Hilltop.

Yes, I have attended many meetings over the 11 years as a resident in the community and I am one of the founding members of the Inspiration Social Committee from 2015. I am the only resident who has been present for 90% of those meetings since 2015 and I am also frustrated that the board decided to remove our charter as a committee.

Where do you live and how long have you lived there? 

I live in The Vistas which is an all ages portion of the District. I have lived in the District since 2016.

My professional career spanned 35 years in Finance at Lockheed Martin Aerospace. My assignments included budgeting, contract administration, estimating, accounting, compliance, financial planning & analysis. I spent the last three years of my career as the VP and Controller of a Lockheed Martin joint venture called United Launch Alliance.

Why do you want to serve on the Metro District Board? 

The Board has accomplished many things since I moved here in 2016 and I would like to offer my expertise to continue moving the District Forward in the Future.

I am currently the chairman of the Finance Committee and have been since 2023. Previously, I was chairman of the Finance Committee from its inception in 2019 thru 2020. As chairman, I have been heavily involved in developing the annual District budget and presenting it to the Board and the Community. In addition, I have worked with Legal Counsel on Douglas County Property Tax Assessment issues and attended Douglas County Commissioner meetings. Also, I have worked with the District Accountants to resolve issues. I have participated in monthly Board meetings to present the Finance Committee report. Finally, I have participated in the annual Board Planning session each of the past two years.

Throughout my career, I have developed a strong ability to drive growth, build effective teams, and create innovative solutions that consistently exceed client expectations. As the Chief Operating Officer at a leading health and wellness company, I have been instrumental in driving significant client growth and maximizing team efficiency. My expertise in team development, client success, and relationship management has allowed me to build a team of top-performing professionals who are deeply committed to delivering outstanding results for our clients. In addition to my team-building skills, my strategic vision, combined with my financial acumen, has enabled me to identify new growth opportunities and develop innovative solutions that drive success for both our clients and our organization. Where do you live and how long have you lived there? 

For the last 7 years my wife and I have enjoyed living near the heart of Inspiration and participate in activities throughout the Metro District.

Please provide a brief description of your background and experience. 

My career focused on information management and large project oversight. I retired after 20 years on the CU Anschutz Medical Campus, serving as director of the health sciences library and responsible for planning and construction of a new $35M library. At CU I led the switch to online journals and books across 4 campuses. I have graduate degrees in information management and public admin., including organizational behavior and group process skills. My strategic planning background encompasses being a consultant to the Univ. of Denver. During 3 years on Aurora’s Arts in Public Places Commission, I learned how to work with city departments, abide by Colorado’s open records laws, and involve residents in decision making. I have been a member of the IMD Board of Directors since 2022, serving as President for the last two years. After much frustration with Inspiration’s abiding problems and neglect of many areas by the developer, the Board charted a new process to accelerate transfer of property to District control. Over the spring and summer, residents will see many targeted projects to finish incomplete work, repair property, and enhance landscaping. Prior to being elected to the Board, I was an unofficial water conservation change agent, securing Board approval to upgrade the IMD irrigation system with smart controllers and a digital network that resulted in annual savings in excess of $75,000/yr that lower costs for all residents.

Why do you want to serve on the Metro District Board? 

Inspiration is a unique place with its emphasis on and opportunities for community engagement and resident interaction. My wife and I love the large number of new friendships we have found here, and are grateful for the way the resident-controlled district Board has reshaped priorities and finds solutions for neighborhood issues that had been neglected. Over the last 3 years I have learned a great deal about the complex business of running a metro district. Under Colorado law districts resemble but are not the same as an HOA that many of us have experienced. I built strong working relationships with the Water Dept. and our City Council member. I SO appreciate our 40+ volunteer residents who speak for all owners, guide decisions and are an amazing asset! I would like to join other ongoing Board members in continuing changes and addressing what is most important to homeowners. The Board has instituted a long-term approach to planning that I can contribute to with my strategic planning skills. We are establishing the foundation for a robust service core that is resident-oriented and forward looking, and we are leading the way in Aurora in conservation of Colorado’s scarce water in a drought-prone corner of the US. Contention for limited water is only going to get worse and will drive up costs for everyone. There are additional ways to reduce use and stabilize expenses.

Prior to being elected to the Board in 2022, I was a frequent attendee and participant in meetings of the Common Area Committee and the Board. I continue to attend various District committee meetings when able. On the Hilltop side I spent 2 years of intense committee work reviewing that association’s governing documents and gaining a thorough knowledge of the Bylaws and CC&Rs of both segments of Inspiration. In my professional life I served 4 years (the last as chair) on the international body that accredits graduate education programs in information management across the US and Canada. As chair I came into an environment of disruption and mistrust. I had to rebuild positive relationships with related associations, government agencies in both countries, deans of individual graduate programs and students. On the fun side, my wife and I invited two friends to join us in creating the highly successful Hilltop Wine Club. Exploding from 0 to 150 members in two months, we set up small tasting groups that each manage their own schedule and wine choices for a laughter-filled string of socializing and learning about the enjoyment of wine. Five years later, the club is going strong.

Barbara Shahapurkar

Where do you live and how long have you lived there? 

I moved into Inspiration on the all-ages side in October 2019.

Please provide a brief description of your background and experience. 

I work full-time in the IT sector and have also worked in Finance in the past. Before moving to Colorado, I served as HOA board president for 10 years in the first community I lived in. When I left that community, I served on the interim board while our new community was working to transition from builder management to resident management.

Why do you want to serve on the Metro District Board? 

I believe we need more diversity on the board which starts with more representation from the all-ages side of our community. I was part of a board which approached our role with a commonsense attitude and a desire to be frugal with our spending. I want to help ensure we are not wasting money on unnecessary expenses, that we’re getting the best prices for the expenses we need to have and that we’re focused on the larger issues faced in our community. I want residents to feel like they have a voice on larger matters that the board is focused on without necessarily having to show up at a monthly meeting that they may not be able to attend based on their individual schedule.

Where do you live and how long have you lived there? 

My family and I moved to Inspiration in the summer of 2022. We found our dream home on Zante Street, across from the Inspiration Club pool. I live with my forever fiancé, Jon, his son, Henry, and my mom, Cindy. We feel incredibly fortunate to be part of this wonderful community.

Please provide a brief description of your background and experience. 

I’m excited to be running for a board position in our neighborhood. I was raised in upstate New York and spent some time moving around the country before settling in Colorado in 2007. I’ve been an educator for over 30 years, starting as an elementary school teacher for 25 years before pursuing my master’s degree in special education. I now teach students with behavioral disorders—a role I’m passionate about because it allows me to support kids in developing both academically and emotionally. I bring with me a strong background in community involvement. I’ve served on neighborhood committees in previous neighborhoods, participated on PTO boards, and am currently a building union representative, representing our district at the state level. On the personal side, I have two grown children. My son, Kaleb, is a commercial pilot based in Houston, TX, where he lives with his fiancée, Marisa. My daughter, Reagan, is an account manager for Core Home in Bentonville, AR. My fiancé, Jon, and I share our home with his almost 16-year-old son, Henry, my mom, and our two dachshunds, Sebastian and Willow.

Why do you want to serve on the Metro District Board? 

I am passionate about serving on the Metro District Board because I want to be a strong and approachable voice for all families in our community. As a resident of Inspiration, I am particularly eager to represent and advocate for the interests of this side of the neighborhood, while also fostering stronger connections with the Hilltop side. My goal is to bridge any gaps, ensuring that every resident—regardless of location or age—feels valued, included, and heard. I believe in the power of compromise and collaboration. In my professional life I served 4 years (the last as chair) on the international body that accredits graduate education programs in information management across the US and Canada. As chair I came into an environment of disruption and mistrust. I had to rebuild positive relationships with related associations, government agencies in both countries, deans of individual graduate programs and students. On the fun side, my wife and I invited two friends to join us in creating the highly successful Hilltop Wine Club. Exploding from 0 to 150 members in two months, we set up small tasting groups that each manage their own schedule and wine choices for a laughter-filled string of socializing and learning about the enjoyment of wine. Five years later, the club is going strong.

Where do you live and how long have you lived there? 

I moved into Inspiration on the all-ages side in October 2019.

Please provide a brief description of your background and experience. 

I work full-time in the IT sector and have also worked in Finance in the past. Before moving to Colorado, I served as HOA board president for 10 years in the first community I lived in. When I left that community, I served on the interim board while our new community was working to transition from builder management to resident management.

Why do you want to serve on the Metro District Board? 

I believe we need more diversity on the board which starts with more representation from the all-ages side of our community. I was part of a board which approached our role with a commonsense attitude and a desire to be frugal with our spending. I want to help ensure we are not wasting money on unnecessary expenses, that we’re getting the best prices for the expenses we need to have and that we’re focused on the larger issues faced in our community. I want residents to feel like they have a voice on larger matters that the board is focused on without necessarily having to show up at a monthly meeting that they may not be able to attend based on their individual schedule.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

Yes, I have attended our meetings in the past and I joined the finance committee for a period of time a few years ago.

Where do you live and how long have you lived there? 

I have lived in the Inspiration community since 2022.

Supply Chain leader with expertise in Program Management, Subcontracts/Procurement, Budgeting and Organizational Transformation. Skilled in team building, strategic planning, risk and opportunity management , discounted budgeting practices and building high performing teams. Why do you want to serve on the Metro District Board? 

I’m willing and able to give back to my community. I believe every successful community is dependent upon competent and motivated volunteers to drive the interest of all residents.

Kim Kelleher

Where do you live and how long have you lived there? 

My family and I moved to Inspiration in the summer of 2022. We found our dream home on Zante Street, across from the Inspiration Club pool. I live with my forever fiancé, Jon, his son, Henry, and my mom, Cindy. We feel incredibly fortunate to be part of this wonderful community.

Please provide a brief description of your background and experience. 

I’m excited to be running for a board position in our neighborhood. I was raised in upstate New York and spent some time moving around the country before settling in Colorado in 2007. I’ve been an educator for over 30 years, starting as an elementary school teacher for 25 years before pursuing my master’s degree in special education. I now teach students with behavioral disorders—a role I’m passionate about because it allows me to support kids in developing both academically and emotionally. I bring with me a strong background in community involvement. I’ve served on neighborhood committees in previous neighborhoods, participated on PTO boards, and am currently a building union representative, representing our district at the state level. On the personal side, I have two grown children. My son, Kaleb, is a commercial pilot based in Houston, TX, where he lives with his fiancée, Marisa. My daughter, Reagan, is an account manager for Core Home in Bentonville, AR. My fiancé, Jon, and I share our home with his almost 16-year-old son, Henry, my mom, and our two dachshunds, Sebastian and Willow.

Why do you want to serve on the Metro District Board? 

I am passionate about serving on the Metro District Board because I want to be a strong and approachable voice for all families in our community. As a resident of Inspiration, I am particularly eager to represent and advocate for the interests of this side of the neighborhood, while also fostering stronger connections with the Hilltop side. My goal is to bridge any gaps, ensuring that every resident—regardless of location or age—feels valued, included, and heard. I believe in the power of compromise and collaboration. By promoting open dialogue and listening to a variety of perspectives, I hope to contribute to thoughtful, balanced decision-making that reflects the needs of the entire community. I also want to help create a more welcoming and neighborly atmosphere, where people feel a sense of belonging and support—reminiscent of the close-knit, hometown feel of days past. Finally, I am excited about the opportunity to help plan and support community events that bring people together. I want to see activities that appeal to all ages and interests, fostering connections and strengthening the bonds that make our neighborhood a wonderful and enviable place to live.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

I have been attending Metro District Board meetings sporadically throughout the past few years, and I am currently serving on the committee for the opening of the new community building. The committee is wonderful and represents both sections of the neighborhood, working collaboratively to create a vibrant and dynamic space for our neighbors and friends. I previously served on a neighborhood board from 2004 to 2007, gaining valuable experience in community leadership and decision-making. Professionally, I work at Trails West Elementary, where I served as the vice president of the PTO for four years. In my current role as a union representative, I am the voice for 50+ educators, providing representation and guidance on policy and procedure issues. I take pride in maintaining a professional and non-adversarial relationship with both building and district administrators, ensuring that concerns are addressed collaboratively and effectively. I am eager to bring this experience, dedication, and collaborative mindset to the Metro District Board to help strengthen our community and make it an even better place to live.

Mark Kinslow

Where do you live and how long have you lived there? 

We live on Piccolo Dr and purchased/built our Lennar ( Fairmont model ) home and closed July of 2014

Please provide a brief description of your background and experience. 

I am a Colorado native who was born in Aspen and raised in SE Aurora. I graduated from Eaglecrest High School in 2002 and briefly attended Arapahoe Community College later that year. In 2005 I started classes at Coldwell Banker Real Estate Academy where I was able to become a licensed Real Estate agent in 2006. I have served on different Realtor boards and many committee’s and recieved many sales awards during my time as a Realtor. As a top producing Realtor in the SE Metro Denver market I have experienced a lot of the nuance’s that surround Metropolitan Districts and I understand their differences compared to a traditional HOA. I also have been very involved in many aspects of the Inspiration development over the years and have sold homes to and for 20+ family’s here in Inspiration. When we purchased our home in Rocking Horse, Inspiration was not even a concept and we have seen it be built first hand. I understand the frustrations that many of the “busy” neighbors have in regards to being able to help manage the community and I feel fortunate to be well connected with many neighbors who I intend to represent as a member of the board.

Why do you want to serve on the Metro District Board? 

I did try to become one of the first residents on the Inspiration Metro District board when it became available but the process that was done for “vetting” at that time was discriminatory and left a very unpleasant taste in my mouth as I was not approved because of my age, as the Hilltop residents who interviewed me did not like that I was not what they wanted to see for representation because I did not fit their narrative. I would like to represent the Rocking Horse residents to provide fair representation for the wants/needs of our section of the neighborhood that is always unfairly represented on the board. I understand that we all need to work together to make Inspiration the best neighborhood it can be and I fully intend to work with our equals from Hilltop.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

Yes, I have attended many meetings over the 11 years as a resident in the community and I am one of the founding members of the Inspiration Social Committee from 2015. I am the only resident who has been present for 90% of those meetings since 2015 and I am also frustrated that the board decided to remove our charter as a committee.

David Bourcier

Where do you live and how long have you lived there? 

I live in The Vistas which is an all ages portion of the District. I have lived in the District since 2016.

Please provide a brief description of your background and experience. 

My professional career spanned 35 years in Finance at Lockheed Martin Aerospace. My assignments included budgeting, contract administration, estimating, accounting, compliance, financial planning & analysis. I spent the last three years of my career as the VP and Controller of a Lockheed Martin joint venture called United Launch Alliance.

Why do you want to serve on the Metro District Board? 

The Board has accomplished many things since I moved here in 2016 and I would like to offer my expertise to continue moving the District Forward in the Future.

Have you attended or participated in Inspiration’s Board Meetings or Committee meetings, or do you have prior experience at another community? 

I am currently the chairman of the Finance Committee and have been since 2023. Previously, I was chairman of the Finance Committee from its inception in 2019 thru 2020. As chairman, I have been heavily involved in developing the annual District budget and presenting it to the Board and the Community. In addition, I have worked with Legal Counsel on Douglas County Property Tax Assessment issues and attended Douglas County Commissioner meetings. Also, I have worked with the District Accountants to resolve issues. I have participated in monthly Board meetings to present the Finance Committee report. Finally, I have participated in the annual Board Planning session each of the past two years.
